This is presumably the same male, seen a few weeks later in the same spot.
Hypsoblennius gentilis, bay blenny male
The male has large unbranched orbital cirri, a bright red throat and an overall darkly pigmented body...most evident during the breeding season. General coloration of male: dark leopard-like spots that cover the head and anterior body and merge posteriorly with diffuse broad bars.
The female has smaller head and smaller orbital cirri, a more pronounced barred pattern and has a large metallic blue spot between the firs and third dorsal spines.
